Salary increase for state employees 2018
According to Russian mass media, until the end of the deadline for the fulfillment of the May decrees of President Vladimir Putin, half a year is left, and according to the Russian media, there will be no salary increase for state employees in 2018. The Rosstat data led to this conclusion, according to which, in 2016, public sector wages, in relation to the national average, did not increase.

The most famous May decree, signed by Vladimir Putin on the day he took office as president of Russia, about raising salaries to teachers, doctors and social workers is not fully implemented.
According to data published by the Federal State Statistics Service, in Russia there is a slight increase in wages. However, these figures are far from those that were announced - according to signed May decrees, the teacher, doctor and other state employees should receive no less than the average salary in the region. And by the beginning of 2018 the level of their salaries (for doctors,university professors and researchers) should double.

In total, between 2012 (the year of the signing of decrees) and 2020, 11 decrees must be executed, containing 218 instructions from the president of the country. According to them, the wages of public sector employees in education, health care and social servants should be equal to the average salary level in the region, and by 2018 exceed it. However, as can be seen from the Rosstat data table, wage growth is insignificant, which means that the execution of decrees is unlikely. For example, the average salary of doctors in the first nine months of 2016 was 48.9 thousand rubles. For the same period in 2015 - 46.4 thousand rubles, which, taking into account inflation, cannot be called growth.
Meanwhile, according to the latest news, the Deputy Chairman of the Government, Olga Golodets, said that the May decrees regarding wage increases will be fully implemented. So, according to her, the salaries of health workers will increase in two stages.On the first, the increase will be 7.5% by January 1, 2017. By the second stage (October 1, 2017), the growth should be 180% relative to the average level in the region and from January 1, 2018 it (growth) will reach 200%. Such a significant gap is due to the fact that the heads of the subjects of the Russian Federation are not coping with the tasks set - regional budgets are not able to fully ensure the full implementation of presidential decrees. While in federal structures, an increase of 8% is observed, in regional ones by 5%, and in municipal clinics the growth was almost zero.At the moment, the average salary in the country is about 35 thousand rubles.
According to experts, the decrees will not be executed on time: the gap is very large, and there is very little time left. One of the solutions is to delay the execution, but the head of state Vladimir Putin does not agree to provide it. Some suggest that the increase should be expected during 2018, when the country will hold presidential elections. And thus it is possible to increase public sector wages by 2019.
