Reform of the Ministry of Emergency Situations by 2018: reorganization
In recent years, several major law enforcement agencies of the Russian Federation have undergone significant structural changes. This process continues now, and numerous rumors and news indicate that in the future Russians will face an even more global reorganization of the security forces and paramilitary structures. Therefore, the article will be devoted to the analysis of the developing reform of the Ministry of Emergency Situations, which is expected to be completed by 2018.
Why is there so much about reform of the Ministry of Emergency Situations? The thing is that her model was recognized as the most successful and is now being set as an example in front of other departments. In particular, a risk-based approach was successfully implemented here, when one of the main tasks is to prevent emergencies, and not to eliminate their consequences.
Another point that the Emergencies Ministry is planning to completely abandon by 2018 is the complete rejection of the so-called repressive model, in which the fine will not be the main, but the extreme, necessary measure.Priority will be on warnings, warnings and outreach.
Why are emergency reforms expected in 2018?
The first sign of the coming global changes in the organization of paramilitary departments of the executive branch was the abolition of the Federal Drug Control Service and the transfer of its functions to the police. Then experts linked such a serious step with the inefficiency of the Federal Service, whose employees regularly fell into loud scandals. However, almost immediately, according to the same scenario, the FMS was dismissed, whose activities were hardly noticeable and were not subjected to serious complaints.
Already at this stage, it became clear that at least until 2018 a global reorganization would be carried out, which could affect the Ministry of Emergency Situations, the Ministry of Internal Affairs and even the FSB. Therefore, the news of the creation of the Russian National Guard has not surprised anyone. This time, security officials of various levels waited for more large-scale changes, the most significant of which were the unification of the most capable special forces under a single command and the expansion of their powers. But on this reformist sentiment of the government is unlikely to run out.
Reform of the Ministry of Emergency Situations and the FSB by 2018: rumors or reality?
So far, there have been no official statements about the continuation of changes in the country's most important departments, but the media regularly reveals revelations of unnamed sources mentioning at least two events that will occur in the coming years. The first is the creation of the Ministry of State Security, whose closest ancestor is called the Soviet KGB. The basis for the newly created structure will be the FSB, which will be subordinated to the FSO (currently protected by key persons in the public administration system) and the SVR (whose activities, in logic, are much more consistent with the tasks of the Ministry of Defense).
In the same context, the reform of the Ministry of Emergencies is mentioned just in time for 2018. Fortunately, the complete dismantling of the EMERCOM of Russia by 2018 will not be carried out, but, most likely, the functional divisions of the department will be divided between the army and the police. In particular, the same high state officials, who wished to remain anonymous, report that fire extinguishing in the future will be the responsibility of the Ministry of Internal Affairs, and the Defense Ministry will take on more “field” tasks, such as dealing with emergency situations and rescue.
We note that there are no real confirmations of such radical changes today, and for the time being they just look like rumors that are being circulated by a number of media outlets to raise their own ratings.
Prerequisites for reform of the Ministry of Emergency Situations by 2018
As already mentioned, no official statements on the reforms of the Ministry of Emergency Situations by 2018 have yet been followed, but now there are a number of real steps in this direction that indicate the nature of future changes.
The brightest of them is the Presidential Decree, published in August of this year, which reduces the maximum number of employees of the department. Thus, from this year the maximum number of employees of the Ministry of Emergency Situations is limited to the following numbers:
- The total number of employees should not exceed 288.5 thousand people.
- 7.2 thousand of them will belong to military units under the authority of the ministerial administration.
- Civilian positions will occupy 30 thousand people.
- The number of ministerial employees will not exceed 820 employees.
Such substantial restrictions clearly indicate that the ministry is preparing for future structural changes, during which the inevitable dismissal of employees. However, it is worth remembering that global cuts in various departments were held earlier.For example, at the end of 2015, the staff of many ministries and even the Office of the President’s Affairs was significantly reduced, so perhaps the current measures do not directly threaten the existence of the fire service in its current state.
Another fact that helps to answer the question “what will happen to the Emergencies Ministry in 2018” is the formation of the 100th separate regiment of material support. This operational unit, whose main task is to deal with natural disasters, is now fully subordinate to the Ministry of Defense. This circumstance can serve as powerful evidence of the fact that in the future the fire department will be at least partially transferred to the military.
Another component of the EMERCOM reform in 2018 is a change in the work of the fire inspectors - which, before that, was the parable of the voyazzech. The main criterion for evaluating the work of a fire inspector can be only one - the number of fires that occurred on the territory and facilities for which he is responsible.
In the context of this article, one cannot fail to mention the upcoming World Football Championship, which is scheduled to take place in Russia in 2018.The role of department employees at this event is difficult to underestimate, so the international football holiday can be the reason for the postponement of the reform of the EMERCOM of Russia from 2018 to a later period. Moreover, officials recently said that, specifically for the period of the World Cup, the operational fire brigades would be staffed at the expense of staff members. Together with them, in order to “strengthen” the acting guards and divisions, the service life of employees who are to retire will be extended for a year.
Also, as part of the organization of the future football action, the officials promised to give the staff involved in providing fire safety in the cities hosting the World Cup a new outfit. Such an insignificant fact can also serve as indirect evidence of the preservation of the ministry in its present form. After all, why should a firefighter issue a new form if in 2018 the elimination of the Ministry of Emergency Situations was planned?
Therefore, despite the serious preconditions that the Emergencies Ministry, like many law enforcement agencies, will be subjected to a serious reorganization or resubmission, there are many circumstances that indicate the opposite.In any case, it is too early to draw final conclusions, but it can be argued that the MES is changing for the better, both qualitatively and structurally, and this trend will continue throughout 2018.
