Introduction of the Unified State Automated Information System in 2019
EGAIS is one of the most unpleasant and controversial realities for domestic businessmen, which, starting in 2005, has become mandatory for any enterprises in the country that work with wholesale alcohol-containing products.
Well, mandatory - not mandatory, but in fact, because of problems with the software and implementation on the ground, she earned only two years later. And at the same time, all market participants admitted that in connection with it they suffered unfulfilled financial losses. Since the beginning of 2016 and all retail distributors have been faced with the fact that they are obliged to use this system, however, in practice, implementation has again been delayed for half a year.
In fact, it can be considered that alcohol was simply unlucky - this system only passed, in fact, a run-in on this industry, by the way, in logging, as well as wood processing, too - there is your EGAIS.
Indeed, in 2019 we are waiting for the general gradual transition of a very large, variegated and sought-after product team to this system. First under the sword of Damocles, as promised,It will be pharmacies that will come across, and we will talk about how this will happen for them, as well as what other sectors of the economy are planned to be organized for total surveillance. And also about what they think already, somehow, the alcohol traders who have come to terms with the EGAIS about the consequences of switching to the next version of the program.

As we remember, this general USIS for pharmaceuticals began in 2017, when on a voluntary basis they offered to take part in a number of enterprises in it to test the experiment. They had to mark only some drugs from the approved list in the marking system.
The following year, they were asked to mark all their goods, and the rest watched how these drugs move along the chain. Well, from January 1, 2019, the Unified State Automated Information System will “cover” the entire pharmaceutical industry.
It is believed that we will have to follow the life cycle of almost six and a half billion packs of drugs in 1000 pharmaceutical companies, two and a half thousand wholesalers, and three and a half hundred thousand final distributors.
The purpose of introducing this seems to be simple and prosaic is to get rid of counterfeit goods and falsification (up to 10% of the modern market) in order to increase budget revenues and reduce the risks of consumers of pharmacy products.
In practice, this means that for each package of drugs will be applied a bar code in which they will encrypt information on the code of the commodity nomenclature of foreign trade activities, individual serial number and identification code of the drug. In this case, the mentioned serial number is valid for this drug only for five years, after which it is necessary to get it.
At the same time, the system will be able to block the sale of goods, if it detects any inconsistencies, and also to check its admissibility on the counter as a whole, which will allow to monitor whether these or other medicines are lawfully sold.
On the one hand, the system for sellers is convenient in that it minimizes body movements in the preparation of various reports, during checks and so on. True, there are a number of industry-specific questions, which so far, alas, have not been answered. In addition, this equipment and software, which is logical, is not at all for free, and it certainly imposes an unjustified financial burden on all participants in the process.
Who else is facing EGAIS?
In addition to these industries, the introduction of processes for the sale of veterinary goods and fur products is already well underway. The “Tabachniki” have been trying to taste the pilots in this area since the beginning of 2018, and in the summer they are planning to start connecting with dealers of precious metals and stones, as well as shoes (since July 2019, full implementation).
Also from 2019, we will have to get used to living in a new way and to dealers in outerwear, bed linen, cameras, cosmetics and perfumes. In a word, as Mr. Medvedev promised us in one of his recent interviews: “By 2024, there will be no unmarked goods on the shelves of the stores.”
The Ministry of Industry and Trade has expectedly become the “chief boss” of all this, the Ministry of Finance is going to lay down the legal justification and exercise control, and the Ministry of Communications is in charge of the technical side.
What is new for the excisers?
As you know, if earlier the entire EGAIS in the alcohol sales industry was more on voluntary and fairly selective grounds, then starting in July 2018, the run-in started not only the obligation to register goods at the production and retail stages, but also to note them individually shipping chain.
As a result, the accompanying documents that participated in the turnover, including the declaration, will be canceled, but now a much larger number of enterprises will have to purchase new equipment and software for this purpose. By the way, Roalkogolregulirovanie boasted that since the gift of this technology to retail trade, the budget received an extra 56 billion rubles ... It is expected that in 2019 the norm from the test one will become a reality for everyone.
The second sensation for the representatives of this industry was that from January 1, 2019, the old GOST system will not be able to participate in the EGAIS anymore. All polls will need to acquire carriers of the CEP, corresponding to the standard P 34.10-2012 and P 34.11-2012.
Recall, at this point in this sense, CEP Rutoken EDS 2.0 works for those who have already switched to the new product. But, by the way, they, too, should not be prematurely glad: the new version 3.0, being tested since March 15, will have to start similarly from 2019. There are a lot of ambiguities with the promised “Mercury” - it is still not clear whether they will introduce this analogue of the Unified State Automated Information System at all or not.
In short, to understand all these intricacies, updates, implementations, and other things, is becoming more and more difficult for a simple market participant.But it seems that the state has caught the wave of the digital revolution, as well as the general surveillance of everyone and everything in the country, and it will not play out all this soon, so it will not be stopped. Therefore, we get used, we endure, we shift financial costs on the shoulders of buyers.
